1.CANADIAN Agent/Maintenance Facility: 

     a. Do I have to have one?  Yes see CB 02 para 6.4.1

     b. What are the responsibilities of the representative? Must be capable of answering enquiries & supplying audit samples if required at no charge to the Department. 

    c. Does the Agent/Maintenance facility have to have a company number? Yes, email your request to

2. If I have a FCC registered test site can I test for Canada?
  • NO! You must have a Canadian Registered Test site. 

3. If I have an FCC approval do I have to get approval in Canada to sell my product?

  • If your equipment is a Category II  equipment then no additional approval is required. However if it is Category I then you must get an approval in Canada. 

4. Where can I find a list of the Category I & Category II equipment? 

5. How long does it take to get Canadian approval? 

  • 3/2/2004 Industry Canada is taking 21-45 days. TIMCO can approve in 1 days

6. Who can issue a Canadian approval?

  • Industry Canada  and TIMCO. 

7. 8. Does the application have to be sent to IC by the CB? Yes all of the necessary documents as described in CB 01, CB-02, and CB-03.

8. Who signs the RSS-102 DoC Certificate, the applicant or the Laboratory that tested?

A. The equipment certification test report shall contain a declaration, duly signed by the individual who signed the equipment certification application attesting that the radio device has been evaluated and found to comply with the RF exposure limits for humans, as specified in Health Canada's Safety Code 6 and reproduced in this RSS. The declaration shall clearly indicate any assumptions used in the SAR evaluation concerning user-control parameters, such as the duty cycle for push-to-talk radios, the separation distance for mobile radios, etc.  A signed Declaration of Compliance to SAR limits shall accompany the application for equipment certification. The declaration shall also indicate such information as the type of user intended (controlled or uncontrolled), and the assumptions on user-controlled parameters used in the SAR evaluation.

It must be noted that the certification applicant/grantee is responsible for providing proper instructions for the user of the radio device, as well as any usage restrictions.

9. Does SAR report or RF Evaluation need to be maintained by the CB?

Before a radio transmitter that is subject to the requirements of Safety Code 6 can be certified, a SAR or a RF evaluation, as appropriate, shall be carried out. The results shall be compiled in a professional manner into a test report and kept by the certification applicant. It shall be kept and made available on request, for as long as the model is marketed in Canada.

10. What should be contained in the Cover Letter?

A covering letter should explain the type of certification services requested and a brief description of the radio equipment and to which standard it was tested.

11. Why is it called "Industry Canada"? That is what the Department is now called, it use to be the Department of Communications. 

12. Is it true that There are private certifiers?

  • Yes, We are approved to Certify Equipment for Canada, effective 2 March 2004. 

13.  LABELS: What is the minimum requirements for labeling in Canada? The product must have the Product number (Company number + product identifier) plus the model number plus the trade name unless waived by someone at IC. So far we have not been able to get any waivers. 

14.If Industry Canada is fast & reasonable why would I want to use a private CB? Because they have recently become slow. 

15. Where can I get a copy of the Canadian Standards?

16. Can I get a composite device approval in Canada? Yes as long as it complies with the different requirements. 

17. Is it true that one of the requirements to be a FCB is that your test site must be capable of being frozen and turned into a hockey rink?  No this is not true, but desirable. 

18. Can I get modular approval for an un-licensed device? 

  • Yes, RSS 210 section 5.18 describes the requirements for "Modular Construction".

19. Once a FCB issues a Certification does it imediately appear on the REL? No it can take up to 24 hours to appear on the REL. 

20. If I want to get approval what is required? You must have your EUT tested on a test site that is registered with Industry Canada. 

21. I am a test lab, what is required for me to get the EUT that I tested approved? You must have a Industry Canada registered test site and demonstrate that you know how to test the product. 

22. How do I check to see if a product is Certified? Go to the REL

23. Do you know what a Hoser is? Eh?

24. What are the technical requirements for Amplifiers, Boosters, and Repeaters?

  • RSS 131 Zone Enhancers for the Land Mobile Service is the applicable standard.

25. Does IC have specific RF exposure requirements other than OET 65? Any exemptions differing from the FCC?

  • RSS 102 is the applicable standard.
    Exemption (from measurement) power levels for PORTABLE radios are: Operation at frequencies below 1.0 GHz with an output power equal to or less than 200mW; Operation at frequencies between 1.0 and 2.2 GHz with an output power equal to or less than 100 mW.

29. Is there a limit on the number of a file to be uploaded? 

Answer: The only limit is on the size of the 'pdf' file (3 Megs).

30. Will placing a statement on the cover letter stating that everything is confidential be sufficient to maintain confidentiality?

Answer: The applicant shall indicate which information and documents furnished in support of an application for certification are confidential. The provisions of the Access to Information Act apply. It is highly recommended that all confidential documents should be named as follows; CONF (SCHEMATIC).pdf

31. LABEL: Can I use the word "CANADA" with my certification number? 

Answer: No! The correct prefix for the certification number is "IC". Detail instructions relating to proper equipment labeling for Canada can be found in RSP-100, CB-03 or in our application guide

32. What exhibits do I need to include in my IC application?

33. What does FCB mean? Foreign Certification Body. 

34. Is  the Canadian Representative required to have a company number? Yes. 

35.  Does IC require that copies of the application be uploaded to their website? Yes, as of June 9, 2007. See CB-02 para 6.1.1 & RSP-100

36. Will the uploaded files be viewable by the public? or anyone? No, only the IC engineering staff. 

37. Can I get an experimental license in Canada? Yes, you must contact the local province;

RADIO DEVICES

1. GMRS for Canada, when can we expect this to be approved for use in Canada? We have been told in the FAll of 2004. 

2. Modular Device: If I test my WLAN module in laptop can my EUT get modular approval? No, it must be test in a stand alone basis. If tested in a host device it then becomes part of the host device. 

3. Composite Device: Does IC have approval for a composite device? 

4. Can I change to RF Power Output on my Approved Transmitter with a modification?

  • Yes, provided you can provide test data that show your  EUT is still compliant. 

5. How can I check to see if my EUT is listed on the REL? 

 

6. Can I have multiple models on the same Certification number?  

  • Yes as long as they all meet the requirements. 

7. Modular Device: Can i get a modular approval in Canada? 

  • Yes, see RSS 210 5.18. 

8. Can I get LIMITED MODULAR APPROVAL in Canada

  • Yes,   7.1.2 Limited Modular Approval If compliance with one or more of the requirements stated in (1) to (4) in Section 7.1.1 cannot be demonstrated, applicants may be granted a "Limited Modular Approval" (LMA). This will be issued in those instances where applicants can demonstrate that they will retain control over the final installation of the device, such that compliance of the end product is assured. In such a case, an operating condition on the LMA for the module would state that the module is only approved for use when installed in devices produced by a specific manufacturer, typically the applicant. If LMA is sought, the application for equipment approval must make this fact clear. It must also specifically state how control of the end product into which the module will be installed, will be maintained, such that full compliance of the end product is always ensured.

9. RSS119: Can I get a Transciever in the bands 150-174 & 421-512MHz with 12.5kHz & 25kHz voice channels approved after Jan. 1, 2005? 

  • No, you must meet the requirements of 1 voice channel per 6.25kHz of channel bandwidth. 
10. RSS119: I have an approved Transceiver in the bands 150-174 & 421-512MHz with 12.5kHz & 25kHz voice channels how long can I sell it with out having to meet the 6.25kHz BW per voice channel? 
  • They must not be manufactured or imported into the CANADA after January 1, 2008 (not Sure about the date).

11.A product is approved with a WLAN and a Bluetooth. The applicant wishes to replace the WLAN from vendor A with a WLAN from vendor B. Can the applicant file an existing family approval to add the new configuration with WLAN from vendor B?

  • Response:Yes, family approval is ok to add alternate WLAN vendor with a new model number.

12. Can a system comprising of a transmitter, an external RF amplifier, and an antenna be approved under RSS210 issue 5? Section 5.8 of RSS210 does not explicitly preclude the approval of such a system.

  • This current version of RSS210 does not permit IC approval of such system.

13. RSS-136/GRS (General Radio Service) also know as CB Radio: If I have FCC Certification on my 27MHz radio do I need to get a separate Industry Canada approval? 

  • ANSWER: No, per RIC 18 you must have either a Industry Canada Certification or a FCC Certification. 

14. BETS-7 Devices are TAC exempt. Are manufacturers still required to submit Type number + specifications to the Director General, spectrum Engineering Branch according to Section 2,(2) of BETS-7? 

  • ANSWER: Yes, it is required. 

15. Combination Radio & Telephone Device: Can I get the RADIO APPROVED & wait to a latter date and get the CS-03 APPROVAL? 

  • ANSWER: NO! Both the Radio & the Telco Device approvals must be uploaded at the same time. If one is uploaded first then you will not be able to upload the 2nd device.
