Important Information for Part 68 Applications

Please visit ACTA's web site to obtain copies of the documents above.  Their web site may be found at www.part68.org.  Once on ACTA's home page select "Documents" and you will see the documents available to you.  Just follow the instructions on your screen.

All new applications for approval under Part 68 of the Rules will now come under the authority of the Administrative Council for Terminal Attachments, or "ACTA".  Please review the Labeling Requirements in TIA/EIA/TSB 168 for new guidelines on labeling.  Now required with ALL applications for Part 68 registration are the Telephone Terminal Equipment (TTE) Submission Form, which we will refer to as the "New 730 Form", and an Indemnification and Liability Statement.  A sample of this Indemnification and Liability Statement is provided below.  Please be sure that each application includes this statement in pdf format - completed with the applicant's information and on the applicant's company letterhead.

In a Report and Order adopted 17 Dec 1998, the FCC created Telecommunications Certification Bodies (TCBs). This creation allows private entities to issue equipment approvals in the same manner as the FCC. The TCBs are essentially an extension of the FCC. This is a continuation of the FCC’s effort to speed up the equipment approval process.

  The Public Notice dated 17 Aug 1999 outlined the specific criteria for TCBs which included the requirement that the TCB must be accredited to ISO/IEC Guide 65(1996), General Requirements for Bodies Operating Product Certification Systems.  

  Manufacturers and test laboratories may now prepare applications to submit to the TCBs. The TCBs will provide competition on both the price and lead time, which will provide the manufacturers with better “time to market”.

  Timco Engineering Inc. has developed a TCB Certification Program that is based on a fast time to approval. Applications will be accepted electronically or by hard copy.

The FCC order requires that there be a market surveillance system. In order to have a viable conformity assessment system there must be a uniform credible surveillance system in effect by all TCBs.

Timco Engineering Inc. met the eligibility requirements set forth by ANSI on 14 April 2000 and has been accredited in accordance with ISO/IEC Guide 65. 

On June 2, 2000 Timco received its designation as a Telecommunication Certification Body.
