In a Report and Order adopted 17 Dec 1998, the FCC created
Telecommunications Certification Bodies (TCBs). This creation allows private
entities to issue equipment approvals in the same manner as the FCC. The
TCBs are essentially an extension of the FCC. This is a continuation
of the FCC’s effort to speed up the equipment approval process.
The Public Notice dated 17 Aug 1999 outlined the specific criteria for
TCBs which included the requirement that the TCB must be accredited to
ISO/IEC Guide
65(1996), General Requirements for
Bodies Operating Product Certification Systems.
Manufacturers and test laboratories may now prepare applications to submit
to the TCBs. The TCBs will provide competition on both
the price and lead time, which will provide the manufacturers with better
“time to market”.
Timco Engineering Inc. has developed a TCB Certification Program that is
based on a fast time to approval. Applications will be accepted
electronically
or by hard copy.

The FCC order requires that there be a market surveillance system. In
order to have a viable conformity assessment system there must be a
uniform credible surveillance system in effect by all TCBs.
On
June 2, 2000 Timco received its designation as a Telecommunication
Certification Body.
